

LWUA to Probe PrimeWater JVAs Following President Marcos’ Directive

The Local Water Utilities Administration (LWUA) is prepared to lead an investigation into alleged service delivery lapses by PrimeWater Infrastructure Corp., following President Ferdinand Marcos Jr.'s directive to address growing public complaints. LWUA Administrator Jose Moises Salonga said the agency, under Presidential Decree 198, is tasked with regulating all local water districts (LWDs) in the country. He has since called on LWDs with joint venture agreements (JVAs) to submit their contract documents and latest performance reviews of private partners.
The review seeks to identify service gaps, noncompliance issues, and weaknesses in enforcement within existing JVAs. LWUA Chairman Ronnie Ong emphasized that the agency will act with transparency and urgency in protecting public welfare. Though not a signatory to the JVAs, Salonga said LWUA retains full regulatory oversight, reinforced by the amended Public Service Act. He assured the public that responsible parties will be held accountable to ensure water service standards are met.
